This is the wrong question. One of my friends has an iPod mini. "How many songs do you have on it?" I asked. "Eleven". It was ten, to begin with, but that was just silly.
So there's your answer: the reason that there are on average 21 songs sold per iPod is partly because sometimes, 21 songs is just too many to deal with.

Surely then, now is the time for Sony to clear out their unsold stock with judicious application of the slogan "Cassette Walkman: Eleven Songs In Your Pocket".
And yes, I know that's an unjustifiable waste of a C90. Unless the eleven songs are progressive rock. Or post rock. Or classical. Or that particular kind of heavy metal that has to feature a random twelve minute guitar solo, sometimes not even in the same key or tempo as the rest of the piece.
