Quick suggestion: It may be that the power supply isn't supplying enough power.

I had similar problems with my PC a few months back. Like you, I'd checked the voltage levels on the PSU and found them to be about right, so assumed nothing was wrong. After swapping parts in and out and getting nowhere for weeks, the PC died completely, and I found that all the +5V lines on the PSU were burnt out, as the PC had been trying to draw too much power over them.
